In six months, a large number of legislative and strategic documents were adopted that bring Montenegro closer to the EU

“During the first half of 2024, a large number of legislative and strategic documents were adopted, which brought Montenegrin regulations closer to European ones to a large extent. In this way, we meet the criteria for closing the negotiation chapters, but what is even more important, we gradually introduce European standards and improve the quality of life of our citizens”, said Minister of European Affairs Maida Gorčević at Government session.

Today, the Government discussed the status of the implementation of the Program for the Accession of Montenegro to the European Union 2024-2027, during the first half of 2024.

As the minister pointed out, in the first half, almost half of the planned obligations from the EU accession program of Montenegro were implemented. She pointed out that, out of a total of 102 obligations, 50 have been implemented. She reminded that the Government passed 28 very important laws, which represents 61% of the planned and 28 by-laws, which represents 57% of the planned.

“Although it is significantly better then the last year, we will not be satisfied with these figures and we will try to make the percentage of realization much higher by the end of the year,” Gorčević said.

“Apart from the set of laws in the field of justice and the media that were key to obtaining a positive IBAR, and which were the focus of the Government’s work, in the first half of the year, the institutions also dedicatedly worked on other important regulations. In this sense, the Law on Information Security, the Law on the Security of the Supply of Petroleum Derivatives, the Law on Waste Management and the Law on the Census of Agriculture in 2024 were adopted. Strategic documents and action plans dealing with the fight against corruption, employment, improvement of protection and health at work, intellectual property of Montenegro, social inclusion of Roma and Egyptians, improvement of the quality of life of LGBTI persons in Montenegro were also adopted. “Also, through the adopted documents, the Government has worked on approximation of European standards in the field of integrated border management, prevention and suppression of terrorism, money laundering and financing of terrorism, the Schengen Action Plan, as well as the fight against human trafficking,” said Gorčević.

The members of the Government agreed that, although the percentage of realization of the PPCG is better than in the comparative period from 2023, it is necessary that, after receiving a positive IBAR, all institutions speed up the work on the adoption of the planned documents, which will clearly demonstrate Montenegro’s determination to fulfill all obligations from the European agenda and achieve EU membership in a short period of time.
