The first IPA component refers to transition assistance and institution building. This component is available both to candidate countries and to countries that are potential candidates for EU membership. Support within the I component is intended as technical support to institutions within EU integration reform processes.
The best experiences of countries that have already gone through the integration process and are now full members of the EU are transferred through this type of support. Funds from the IPA I component have been used in Montenegro since 2007 through individual projects that are combined into programs at the annual level.
National programs IPA 2007, IPA 2008, IPA 2009, IPA 2010, IPA 2011, IPA 2012 and IPA 2013 have been used through IPA component I in Montenegro so far.
The European Commission approved over 165 million euros in non-reimbursable financial support through 102 national projects within the I component of IPA for the 2007-2013 programs. National co-financing for these projects amounts to over 100 million euros. These amounts include the contribution to the financing of the horizontal project in the field of nuclear safety and radiation protection and the TEMPUS and Erasmus Mundus programs.
