Mišković: Goal unique information space

The unique information space and stimulation of development of the service that would offer safe access to online contents, are some of the goals that Montenegro should achieve on the path towards EU integration, said Head of the Working Group for Chapter 10 Ruzica Miskovic.

In an interview to Mina, Miskovic said that, besides unique information space which can be seen in promotion of open and competitive market for information society and media, the goal and national framework of interoperability, through compatibility and cooperation of the system, are process and human resources.

The European Commission, according to her, in a Report on Analytical Overview, presented in April 2013, noted that Montenegro was ready to open negotiations in chapter 10, after which they would approach to creation of the negotiation position.

With the goal of aligning with the EU legislation, with adopted set of the laws from the field of informatics society and media, they approached to changes and amendments to the laws.

Miskovic said that they already adopted, or have in the phase of creation, subordinate acts for implementation of the laws in the field of electronic communication, electronic administration and information security.

“We have carried out a series of projects, out of which we can name building of Disaster Recovery Center and forming of the National Team for Emergency Situation Reactions”.

Montenegro will, according to Miskovic, continue to engage in the Southern Europe initiatives, with active participation in important events from the field of information society, through monitoring of technological progress, for further realization of the activities for fulfilling requirements in accordance with the goals defined by the Agenda Plus for electronic South East Europe, as well as the 2020 Strategy for the South East Europe.

Asked if Montenegro was ready to respond to set goals on the path of European integration, Miskovic responded that, when by the end of 2010 Digital Agenda for Europe was presented for the first time, it was clear that the set goals were ambitious in the field of informatics society which should be fulfilled by the next year.

“With the requirements defined with this document, in accordance with faster development of information communication technologies (ICT), with active support of EU accession policy, emerged the need for creation of new Strategy for development of information society, that the government adopted for the period 2012-216”, Miskovic reiterated, adding that Montenegro continuously work on fulfilling those tasks.

She also reiterated that in the Intergovernmental conference in Brussels in March last year Montenegro opened the negotiations in chapter 10.

Miskovic also stated that Montenegro achieved good level of aligning with the EU legislation in the field of electronic communication, information society services and audiovisual policy.
